Terminology
What is it called when we run, say, 3 factors that are random effects with 4 factors that are fixed? Do we call it a "mixed-model 3 x 4 factorial ANOVA" ?

Ashley is absolutely correct about this.
Also, note that if you had 3 random effects factors and 4 fixed factors you would have an V X Y X Z X A X B X C X D design.
A 3 by 4 would be a single random factor with 3 levels and a single fixed factor with 4 levels.
