Never.
As discussed in class and presented in the APA Publication Manual, the ONLY times you do not report an exact probability value are when (a) the p value is less than .001 or (b) you have used asterisks in a table to denote "*p < .05. **p < .01. ***p < .001."
The requirement to report an exact p value is in place whether the value is significant or not.
