Formulating a hypothesis

On a 2 x 2 Factorial ANOVA, for example, in formulating our hypothesis, do we make a hypothesis about one main effect or both? And do we need to talk about the interaction effect in our hypothesis or can we just make a hypothesis that doesn't address the possibility of an interaction effect at all?

    Tell me what you expect for all elements in the design. (Note that if you do not expect an interaction, that is a hypothesis.)
