Sum of Squares Types
Also, in determining type, how are we to know whether the data sets we were given were "designed" to have equal cell sizes or not?

The same way you "knew" that the observations were independent in your oneway ANOVA homework. That is, if you truly were the researcher, you would know it, but as you were not, you are creating this information much like you created what VAR1 and VAR2 represented.
